Your AGC pad is determined by what your pilot level is running at. I'm not sure which pilot channel you are using. SA had a mix of AGC cards that varied in Pilot Freq and Ref level, so it's hard to say exactly what your system should be.
Here is an example @ 10dB tilt with pilot @ Ch61 and REF level of +40dB. 
With AGC card in Thermal
+44 @ 116
+41@  61
+34 @ 2
in this case Pilot pad would be 1dB
So basically you take your pilot level in thermal mode and subtract it from AGC Pilot ref level ( you can find that either stamped on AGC card or on module cover). Then flip it to AGC and adjust as needed.
I may have missed something since I haven't worked on them in about 4yrs or so.
