        Do yourself a favor find someone there who  knows sweep that can get your meter setup properly. Then you have to make sure they have the rev hooked up in the headend. As far as levels at a tap what are you trying to check for?  If your reverse pulls up  the modems should be working if that is what you are trying to accomplish. However as a lot of people on here know there are a ton of variables and I have yet to see a system that some inhouse tech hasn't just randomly changed a pad in the return path to make a problem go away.
