The person placing (and paying for) the ad chooses where it goes. We're not going to change their selection unless there's an obvious mistake. 
I think the problem stems from the category selection field on the employment form. The way it is now is confusing to some people. They see the first few installation categories -- Cable, DirectTV, Dish, Telco, Other -- and pick "Cable" because the job (maybe ug construction/whatever) is for Cable and not Dish or something else. They never scroll through the entire list. The new form will be clearer.
