Comcast - Are they cutting prices everywhere

Over the last year Comcast has taken our hourly prices for line work from $125.00 per hour to $60.00 per hour and sweep prices from .28 cents per foot to .14 cents per foot. This is only two examples. Are they doing this nationwide.
