        SE has several glass makers in their cable.  we had similiar problems when splicing between SE and Comscope or Corning.  Draka uses Finnish glass and we found unusually high gainers/losses when it was spliced to Corning.  Saudi Arabian glass is also crap.  Each manufacturer has different quality levels of glass and if the customer wants cheap, they can get it from anyone.  we found SE and Draka to be some of the worst when it comes to mode field consistency.
