One major difference Trey, my little buddy.  Those installers who improperly installed in MN, can and SHOULD not be installing anymore.  It is a simple process of saying....you are now installing for downtheroad installations.....that is a picture of where you used to install and a horse bisquit in front of your toe to kick down the road.  With a Union employee, you have to go to hearings, then perhaps re-education, and then perhaps a bit of counseling to figure out why they did not install correctly.  
Just like the ConEd employees should not be working ANYMORE....but with the Union I will bet they not only are still working but have gotten a raise and a promotion.
