Send me your email address and I will send you the procedure we use for SA gear. Whether or not your system was set up correctly will be hard to determine unless you actually rebalance the entire node, to the end of the line. You will need to check all pads and EQ's in actives and passives. Generally modem transmit power is controlled from the headend by the receiver pad. You do not want to lower any pads until you are absolutely sure they are not correct.
