Also, I think contractors are agreeing to a scope of work that they don't really want to, due to lack of work.  And then once they actually try and perform the work, they wished they hadn't.  I think over time, the lack of production will eventually tilt the terms and price in favor of the contractor.  Otherwise, the cable companies will be sitting there with a bunch of uncertified plant.
I do agree with one guy on here that said it's important to work closely with the in house guys.  We need them on our side as much as possible.
