Is Tony's last name Ausley? I worked in Belleville, Il and East St. Louis back in 99. The prime was US cable. It was mostly easement, and the squirrel damage was ridiculous. Better take a lot of straight splices and cable. I averaged a 4 ft straight splice every 3 locations. Little bastards ate it all the way to the center conductor and usually about a foot or so down the length of the cable.
