Heres the deal....
Charter has had alot of litigation problems and have decided to qualify thier contractors financial & safety & labor abilities.
this applies to both Construction & Installation.
They will whittle down thier base of contractors, but will now get at least 3 bids for any work to be done. the bids will go to the contractors on thier list only, so being qualified is an on-going issue.
Its a good thing, this way Charter wont have to deal with companies that dont pay subs and thereby protect thier interests against fly-by-night companies.
This doesnt mean that all the work is going to large companies, only responsible ones.
Also, Charters plan is to hire more in-house, but to have contractors at a steady % and have the contractors deal with the peaks. for that reason, you will see slightly better prices on installs.
