Unfortunately I don't have WebTV so can't test this.
The Chat used here is a Java applet IRC client that
I happened across. It seemed simple and was inexpensive
and that fit the bill. You might be able to get some
support from the people that created it

CABL is running a standard IRC server so you are
free to use the IRC client of your choice.
The most popular seems to be MIRC
(http://www.mirc.com) Just point it to CABL
(irc.cabl.com, channel #cabl) and you're on.
