I doubt that. #1 Pac bell never did an  experimental coax system in Santa Clara in the 90s, or any where else I know of. #2 what were you doing in lawn chairs watching, when you were supposed to be working? #3 you can't winch a lasher, it needs a down pull. #4 no room on poles for another system. #5 the phone co. was using fiber in the 80s, in 79 they started sending video over twisted pair. so why would they mess with coax? No offence, just sounds like a tall tale.
