It could be construed as fraud since he charges you for GL. Does the owner provide you with a copy of a policy stating what that supposed GL insurance cover ?  Do your checks show the actual deduction as GL insurance and WC ?

Dude move on and file an SS8 with the IRS on him. I'm sure you as well as many other contractors would be classified an employee since you have to put signs on your truck, wear a uniform, report for work at times and dates set forth by the prime, and must complete said work with certain materials, and within certain time frames, etc.
