General Laborer Job Analysis

Essential Job Functions:

Load and deliver telephone pedestals.
Manually dig to place and/or remove low voltage telephone cables, de-energized powercables, conduit, and pedestals.
Load and deliver plastic conduit, hole hog digging equipment, large water pumps, cable spools, and drilling equipment.
Landscape area disturbed when digging up phone lines.
Break up concrete and asphalt using a jackhammer. Lift and remove concrete and asphalt pieces.
Rake hot asphalt on the paving crew.
Drive motor vehicles.
Other duties as assigned.

Work Schedule:

Shift start time: 0700 End time:1530 Break Schedule (incl.Lunch):30 minute lunch and 2-10 minute breaks

Total work time:420 minutes Total rest time:50 minutes


Equipment/Tools: Maxi plow, jack hammer, jumping jack, hole hog, roto hammer, cut-off saw, portable water pump, saws-all, pick, shovel, rake, sledge hammer, pipe wrench, wirecutters, boltcutters, cable cutters, 7'lengths of 2" black steel drilling shafts, and personal protective equipment (boots, hard hat, gloves, vest, hearing protection, and rain wear as needed).

Handled materials , parts and other items: Cable ranging in size from 4 pair to 3600 pair, 90lb bags of concrete, plastic cable conduit 4" diameter x 20' long, 50lb bags of bore gel, 60lbs bags of cold mix and telephone pedestals.

Physical requirements of the position:

Mobility

Sitting is required 1-3 hours per day and typically doesn't exceed 60 minutes consecutively when driving or during breaks. Exceptions occur when traveling to outlying coastal areas and other office locations.
Standing is required 5-7hours per day and up to 2-3 hours consecutively on asphalt, concrete, gravel, and dirt surfaces. Workers frequently stand on uneven terrain.
Most work requires both standing and walking throughout the workday. Continuous walking is generally limited to less than 20 minutes consecutively and performed occasionally throughout workday. There may be some instances where continuous walking is performed frequently.

Comments: Lifting is typically performed below shoulder level and can occur in awkward postures during sub-terrain work. Heavy items lifted include: hole hog (100lbs), concrete bags (90lbs), spools of 6 pr. cable (80lbs), jackhammer (104lbs), 2" x 7' steep pipe (84lbs), jumping jack (130lbs), and portable water pumps (range in weight from 82lbs - 164lbs). Heavy items are typically lifted from the ground into the back of the truck (42" high or visa versa).

Comments:Heavy items lifted into and out of the truck listed above may have to be carried up to 50 feet from the truck, though often items are carried shorter distances and can be moved with heavy equipment. Lighter items such as conduit, hand tools, shovels, and rakes may be carried several hundred feet from the truck.


Comments: Pushing/pulling occurs when raking soil and asphalt, and pulling cable off reels. Most often cable is small enough to pull off a reel exerting less than 50lbs of force, but on a rare basis workers may have to pull 3400+ pair cable off a reel weighting in excess of 9000lbs. This can require exerting over 125lbs of force to start the reel for the first 20 feet. High push forces are also required to use bolt and cable cutters over short distances to cut thick cable.

Agility

Climbing is performed occasionally in/out of vehicles and holes. An extension ladder is used to climb in and out of holes or in the case of manholse - a verticle ladder is used.

Bending is performed frequently from the waist, knees, and neck as most work is performed at or below ground level.

Squat - Partial squats are performed frequently and full squats occasionally for lifing work at ground level. Most workers prefer to stoop at the spine while working.

Kneeling is a posture used occasionally by most workers and can be used to reduce the frequency of stooping.

Crawling is performed on a rare basis, but may be required for up to 100 feet to get under a house and locate phone cable.

Twisting at the waist, knees and neck is performed occasionally on some jobs and frequently on others to work in tight places that restrict movement of feet. An example of this occurs when shoveling a trench.

Reaching occurs occasionally overhead and at arm's reach. Most work is performed close to the body and below shoulder level.

Comments: Light grasping is performed while driving, using control levels on equipment, and writing. Frequently, forceful grasping is required to use manual tools, lift heavy equipment, push and pull cable, and cut cable.

80% - 90% of work is performed outside in typical Willamette Valley and coastal temperature extremes. Work surfaces include, concrete, asphalt, gravel, and dirt. Workers are exposed to noisy machinery and traffic - ear protection is available. Workers are frequently exposed to dust and pollen.
