Since you can not dig to remove the blockage I would suggest you try a flusher. Here in Connecticut I use McVac and I am sure there are others. As long as you can fit a 1 1/2" - 2" head in there you have a chance. Just be aware that the MaxCell may act like a silt fence and make it difficult for the mud to rinse out....Just my 2 cents.
