Why are CATV fiber engineers back wards

I'm. On a and they are starting the maps at the cabinet on the first group which is wrong. Buy now the next 132 are offset and you have to jump trays. I guess they have been told there wrong and they don't care. Sad your average guy in the field knows a lot more then the so called smart folks
