It ain't "NEVER" going to happen,,,,,the work will get done as always..   Back in 90's I did my company did the rebuild for Hurricane Andrews-Adelphia Cable.  It started out paying a higher than normal unit rate...but ended up all hourly cost plus.  We moved into S Dade Cty no motels, no water, no gas, no electric...hotter than hell, food/water had to be trucked in, men washed up in the canal's, partial electronic prints, no hard wired phone lines, "Hot" power lines and poles down everywhere, it was the worst of the worst.  After we started rebuilding with Coax..they stopped the job and switched to fiber...all on unit rates.   We finished up working hourly rates.   It sucked, in first month we had over $1 million bucks in the job, we had to threaten to pull off job to get paid on time.  They finally brought in Rite Cable to work along some area's.  

The Bang was not worth the Buck...never again !!
