I think their main goal is to intimidate the local ILEC and cable providers into jumping out there and providing higher internet speeds in a reation to the threat of Google coming to town. They dont really want to be an internet provider, they just want everyone to have high speed internet so they can sell more high priced video advertising to clog up you online world.
