Yes that seems to be it,
I have done sat, cable & telco but no fiber. So I'm trying to figure what can happen.

The county wants to connect every address.
As a rural site there are lanes that run a mile back to a mansion and other lanes that run a mile back to a trailer with flat tires. Some residents can just pull out a CC while others would have to save for a year to come up with $400.00. In between are many variations but the total population is only 20,000.

One of the things I an looking at is the costs of splices & connections. With coax there is no big issue but fiber is a more difficult technique with much more expense & liability for screw ups.I have found a few individual connections in cities that ran over a thousand for one address.
