Flooded Comscope Optical Cable

Has anyone else ever had repeated issues with the cladding on this fiber(flooded comscope 3mm tube I believe)coming off while performing a midsheath on the buffer tubes. Causing fiber to break. Have had this issue with a cheaper miller (yellow snap close deal) tool, and a corning OFAT tool. Have never had issues when using a draka midsheath tool (large handled pair). Was worst at lower temps we were working outside. -20ºF. .   Have good experience and produce good clean trays. But it is something that was troubling me about one in every 500 enclosures. No issues on corning draka or other manufactures.
