I think that's normal these days with all the off-air crap out there.  There are some areas that I know I will get high BER and random MER issues with the amps open.  It's not as simple as opening stuff and plug this in....twist that.....switch this... close it up.  Test, Test, TEST.  It is not the same as it was 5 years ago or farther back.  Keeps me on my toes.  Good add to the post.
