OR, to say it the other way.........Everyone figures they are worth more than they are paid. Management is under pressure to both get max production while keeping compensation at a minimum. There are, of course, other plans. 

IF employees get into the mix by knowing what everyone else is making they are free to insist they are better, more valuable and entitled to much more pay. As you say, it stops arguments.

IT also allows indepent determinations that more money is not going to arrive.....so instead of asking for more money.........they look around elsewhere. Sometimes as a parting fuck you outgoing employees share what they made and where they are going. The competent move on leaving the rest doing their best.
