you are correct .it is phantom voltage. we were running into this same issue . is what we ended up doing is rewiring the outlets and to be sure we balanced out the node and amps  and the problems went away. I have also seen a dvr intermittently give bursts of voltage that was affecting the modem and other dvrs in the room. replaced the old dvr and the problem went away.
