Cable Card and TiVO

Any here ever install a cable card with a new TiVO, I have a friend that has had 5 Cox techs to his house and he still cannot get his channels to show. The last tech replaced the card (the third tone this time out) and he lost even more channels. All he is getting now is the local channels, both standard and HD. That's about all the info I have. Any tips or suggestions would be greatly appreciated.
