Whatever they get would be a bonus. Unless the operator has a contract with the property owner stating the operator owns the pipe, it is the property of the property owner since the Telecom Deregulation Act was passed in 1996. All the property owner has to do is give the MSO permission to use it, whether the operator is still providing service or not. I don't like it, but we jump into AT&T and Comcast condiut in MDU's and commercial buildings all the time and they can't do anything about it. Tell them to get whatever they can before the MSO catches a clue.
