Wow, they get full price for activating even if past 14 days.

If it is past the HSP's alloted time (60 days) I do not know. I just submitted 7 receivers for reconcilliation and getting 100% back. Maybe your company charges you a 'handling fee' which I can understand, but they do get their money back if they process it correctly.
