De lash / re lash fiber over cable everytime. If you instructed to do as you stated, please take a walk away. You have walked into people who don't know what they are doing and will pay less for your work and give you a bad name to protect themselves against lossing their job. If the Jacksonville office still has their old Media One/ AT&T people runnning the show, they don't have a clue about cable.
