To complete the DOCSIS test the meter's MAC address needs to be provisioned in order to register, otherwise it will fail to connect to the DHCP. I'm not sure about the 2500, but on the 6000 you can "spoof" any MAC that is already provisioned on the system. This is helpful if you either can't provision the Meter's MAC or you want to verify that a customer's modem is properly provisioned.
