Usually they just pull the storage from one location and place a splice case. It gets billed as time and materials, it can still add up to a small fortune with all of the personell and equipment to get it up and running again. Const. crew and truck around $150 to $200 an hour more if it is OT or emergency work, fiber splicers get around the same or a set up fee and a per fiber splice fee. It all depends on how the customer wants it done, it is thier plant.
