What is industry standard for damaged fiber


Hey bar members,
        What is industry standard for billing and replacing damaged fiber cable. I had a dump truck drive off with His dump bed UP and tore down a span of fiber and coax, what is standard to bill the driver for (replace from existing splice to existing splice) ( or existing splice to new splice near damage). The span is 7000'  (4000' ug and 3000' air) total run is 12 miles (headend to a mux 8way optical splitter.
