need input

i work at a company that has me on hourly pay scale, i was informed by email several times to be at office at a certain time, got there early along with another guy and when it was the time we was told to be there we clocked in, now the SOB tells us we cant clock in till he shows up and he even changed our clock in time. as far as im told this is very illeagle, any info on what to do
