Is this SA I, SA II, ect..... I deal with the same issues. Just a couple of things. Check your pilot channel to make sure its steady a swing at the headend can screw you.  You need to set the AGC in the sweet spot  there is a process to this. Whats the yearly average temp thats the best time to set your amps otherwise you have to do math. What is the temp today what is my average and so forth, 1% per 10 degrees. set your amp accordingly then use the AGC to get levels. This sounds complicated but gets close to the sweet spot. Depending on the model there is a pad that needs to be correct and you can check a voltage that will get you in the sweet spot. AGC's only have so much swing (gain and attenuation).
