I think the damage to the cable shouldn't cause an issue, unless the outer shielding it is touching the Center conductor or if it damaged it. It could also affect a specific Qam. You probably have to get you CLI meter and check for any signal leakage.Get a good OTDR and see if it shows it as a break. I don't know why the Cable Service Provider doesn't get that cable reran. Its in the best interest of the plant and the customers. If they cant get it reran then get some bishop tape and seal the hole, if their is one. You could re splice in a junction or a PBA and let the service provide deal with it. Once they keep getting call in that area, then they will do something. Right now you are killing yourself and going through problem in the best interest of the Customer and no one is doing anything. They will replace it once it is completely damage or corporate complain.
