Fighting impulse


I am looking for a way to locate the source of electrical impulse. Is there a meter that will help me pinpoint the problem. The impulse gets turned on like a switch and comes and goes, stays off most of the day but at night and morning it is bad. I know I can lower it by making sure that everything around the problem is tight and sealed, but that would not block it all. The plant is lacking grounding bonds but not sure that is problem. Old widow maker poles in rear easement that could use replacing, leads me to believe the matching old power equipement is the culprit. But how do you know for sure? If it is coming from Power how could you document it for repair?
