It would have to be with the (CWA) Communications Workers of America, they have a Long term agreement with the IBEW not to cross boundaries
as in Low Voltage vs High Voltage, it would still be a good choice, just ask any old schooler that works for AT&T
the agreement is that IBEW will not run any cabling below 100 volts that is used to transmit voice, video or data, Now as far as fiber there is no agreement
between either parties because there is zero voltage.

My suggestion is that you all get yourself Hot Zone Certified, if you are in the Construction side or fiber certified if you are in the installer side
because if the power company has it's way they will sooner or later have control of land based voice, video & data via their adss network

Just look at the sales growth of the Manufacturers of ADSS related hardware and fiber over the past few years
