I'm curious just what MSO or phone company you work for??? On the jobs I've run in the last 30 years we had specific methods for the contactor to safeguard the reels and this damn sure ain't one of them...most commom is to furnish a guard posted at the reel all night until the crew showed up in the AM...If I saw this on my job you would be looking for another job..first of all this is a major safety violation to say the least and second it looks like a crew of idiots were turned loose to run the job on their own...this type stupidity is why power and telco's think catv linemen are scumbags....my 2 cents worth.
