The 279960 power supply has an over protection circuit in the PS. You'll have to remove this circuit so the Power supply doesn't go into protection mode, or add a small time delay circuit at the output of the power supply. The time delay concept has been added when GaAs hybrids are added to these amplifiers due to the high end rush current at start up. This alows the power suppy to start up as it doesn't see the higher current You may also need to review your load at 12 volts as this power suppy is only rated for 2.2 -2.5 amperes at 24 volts DC.

A quicker way to solve this might be to locate a Gainmaker LE power supply and tap into the incomming AC voltage. This power supply is already set up for the 12 volts output you need but again, you'll need to review the current draw as this is a smaller power supply.
