This is the strongest argument here for "not using" so called independent subs.    You should only be able to control independent sub work performance with an actual contract stating what they are expected to do and what will happen if the expectation on either side aren't met.   They should really be relatively highly skilled people who do contracting as a business.    But let me guess?   There was no real contract with these guys and their work was a reflection of their attitude and they were more like day laborers than actual business persons?    They blew in like seasonal laborers do!  Until quite recently the cable companies were quite content with this arrangement!   I have a feeling these guys did not know that they could negotiate contract terms with you if they were contractors?   How much negotiating took place?  

your contract did not say when the subs you hired should come in?   What work they would do for the week?   When they would leave?   How much work you were contracting them for?
