Hey jayracer1, all you can do legally is go to the labor board, or you could try talking to the DA, and see if you can file fraud charges against them. But,,in reality, the money for the 21 hours owed, might not be enough, for the DA to do anything. After you have exhausted all of your legal avenues, and you still haven't got the matter resolved. You might have to pursue it in a non professional manner. In the future, I would write my hours down at the end of every day and have my boss sign it. CYA, If he does not want to sign it.
