Great Idea!

First you have to get rid of the contract administrator's brother/cousin/BFF who went down to the courthouse, paid that $50 (or less) fee to register his "business", and got the contract the next day...who goes to Home Depot and picks up a couple of day laborers, buys them lunch, shows them how to crimp a line, hands them a drill, and shows up 2-3 hours later to pick them up and activate/validate the system...then buys the help a six-pack and sends them home with $10 in their pocket. And don't forget the 20% he kicks back to the admin.

Laugh all you want, but SBCA didn't do s**t to fix that...and they WON'T.
