Doubtful, this kind of network requires high count fiber not normally used in a Metro Area Network. Anyone doing this pretty much has to overbuild. They also overbuild governed by Residential Demographics, not commercial. You may be looking at hub interconnects, Ring/Ring close to Hub or HE, or Tree and Branch out of HE.
