Word on the street is that the subs will install duct, but Vz will pull and splice. Tampa is different, IBEW. Richmond, Norfolk, and Fairfax are CWA. Vz would profit by allowing outside splicing as long as they get quality companies. Portions of the network can be turned up well before project completion which would generate revenue, provided the engineering and coordination is done effectively. I wish them luck, it's going to open alot of opportunities with their competitors.
